The camber bolt's job is to allow movement of the control arm. This can be done at upper or lower control arms. If you want negative camber you can either bring the upper arm towards the vehicle, or move the lower arm away. Either is acceptable, but installing them in the lower arm is far more common and when adjusting on an alignment rack, the lower control arm is more accessible.
