That's easy to fix. Ask them what they are going to do in on August 1 when the $600 runs out and you won't rehire them. If they say "I'll figure it out then" you don't want them as employees anyway. It also means they quit their job which may make them ineligible for the COVID coverage, if not unemployment.
Our company let furloughed employees know when recalled they had x number of days to return to work (I believe it was 14). If they did not it falls under the job abandonment clause of the handbook and they will be marked as "voluntarilly quit" which means no unemployment.
