Given the assembly procedure, I'd be more inclined to think they are balanced on their own. It's easy to balance the rotating assembly off the engine, I find it hard to believe that they would go to the trouble after the engine was assembled. When they build the engine, the crank would be installed, engine put together, then the pulley installed afterwards. I may be wrong, never having built an engine before, and not seeing how it comes apart, but it's my feeling looking at the images posted that the crank pulley would likely be installed as one of the later components.
With that said, I'd still leave mine stock. I've been through these mods before on my current car, and in my mind it's not worth it for the little things like this. Custom parts makes for custom problems, so I tend to stick to the bigger change items. But everyone is entitled to their own opinion on the matter so I'm sure it will still sell well.
