My guess - whichever cheapest.
Rationale being - unlike main brakes & their pads, ebrake doesn't partially drag, just quickly completely locking up, even if you do it often like in eg. drifting. No drag, just "on"/"off" -> no extra heat > no extra requirements for "dusting"/"noise"/"modulation", so imho just about any pad should be usable.
I don't have dual caliper ebrake, but if i'd had, i probably would choose going by line of thoughts as above.
