The magic will come into play by giving the people all the "it can do's" and still meet the mileage and emission control requirements. These standards are already much tighter than when the current engines were approved in 2011 and are getting more stringent every year.
All this "they just need to do this and that" is just pissing in the wind when they have to follow rules that the armchair engineers here don't know or care about.
