So I used a jack to open it up a little after that used some heat.

I tried placing a bottle jack between the flanges and spreading them apart, unfortunately they just kept springing back, in the end I bought a new header.
Funnily enough the new header shipped with a spreader bar installed between the flanges, just a metal rod with two bolts at either end but obviously even the fabricator is aware it can happen over time.
You may be luck and a little force or heat might relax the tubing enough to get it in there.
Best of luck either ways
