Do you have the header 100% unbolted, you didn’t bolt up to overpipe and or front pipe already?

Could try a heat gun just wear gloves, get it hot and muscle it on. It looks like it should be able to go on, maybe try having someone help you and push one side on but just hold it at the tip of the stud and get the other side on it doesn’t look much off, if one side is fully pushed on the other side might be angled causing the interference.
