Proof is only applicable to alcoholic beverages.
If it is ethanol them 140 proof means it about 70% which would be fine.
If any other type of alcohol then 70% is the bare minimum requirement and you may as well be pissing on your hands for all the good it will do you.
Health Canada had to go on the air and tell people to stop making home sanitizer with Vodka since it doesn't even come close to the required 60% ethanol and people relying on it were just fooling themselves.
