I tried taking the car to the toyota dealership and they said the ecu hasn't been touched by the previous owner and that they were able to access the ecu fine. I'm able to receive the real time diagnostics and ECU info. I tried the process multiple times checking for secure connections but I keep getting the same results. Any help or suggestions would be great!

ok it does sound like its been tuned with brzedit or ecutek and ecu is locked.
The toyota guys likely just did diagnostics and didnt try to write the ecu. there tool only writes it has no read.
If oft doagnostics works that confirms oft is talking to ecu
if its ecutek it might be multi map tune.
with engine running and cruise control switched OFF, pull the cruise stalk towards you and hold for a few seconds. see if the tachometer jumps to 1000,2000,3000,4000 if it does its ecutek tune.
if it doesnt its eitger single map ecutek or brzedit
