my plates are supposed to be renewed by april 14th. but state law is that both vehicles need to be 'emissions tested'(plugging in the obd dongle to make sure i tricked the sensors correctly). not exactly sure how either is supposed to work out...

I suggest you call your DMV.
Here in Washington we can renew our licence on-line or by mail. The state discontinued emissions testing -
