Definitely encapsulates ricer mentality.
I see rice as low budget, tasteless mods often not executed very well. Chrome door edge trim makes me shudder.
This actually made me think of a local who took it to the extreme. If you google "Ottawa Honda accord" it's the second photo in images, and you get linked to various stages of the car.
