i don't think those 'plate delete plates' look any less stupid than a normal vanity plate in the oem plate holder... i've never been of the opinion that a installing a larger hole to cover a smaller hole is a 'solution'.
so bumper urathane has a melting point of around 100 degrees. meaning your day gets worse right before the point where it's considered warm/hot to the touch.
if you can get a channel locks behind the bumper, you could possibly try to hold the anchor while using an impact on the bolt on the other side to attempt to break it loose.
if that doesn't work(it probably won't), drill bits, with some cold water can help-- put the hose on a trickle to wash over the bumper hole and let it water cool the bumper as you drill the bolts out. you'll still want to hold the retainer from the back though to keep it from spinning. it's messy, and it will still take a lot of time, as the metal bolt will attempt to retain the heat, so you need to take frequent breaks to allow the cold water to bring the bolt back down off temp.
