yes, but it is an important way to verify the motor will stay running if it's not in gear.

also, there is absolutely nothing in your link that says that it is fundamentally damaging to the vehicle to put it into neutral while stopping. mostly just speculative 'what-ifs' about some rogue snow cone truck traveling at mach 1 into the back of you at a stop light, on the one-off chance you're first in line at a light and can do anything about it.
