I'm not aware of what the module is, or exactly what it does, but I would assume it's some arrangement of resistors, inductors, and capacitors.
On the sequential tail lights, you can flip the switch on or off to go from normal/sequential mode.

The module taps into the signal and "slows it down" via timing.
Here is an example module I came across on my research:
Problem is, it slows down the signal in "chunks" instead of a flow. Even if you buy the "mustang sequential one", you'll have to tap into each individual LED I believe:
