This is evident by looking at the front of the car with the headlights on while the car is parked and then lowering your head until you are looking directly at the beam. You can easily see how bumps on the road would make it seem like the headlight is flashing if you are going in and out of the direct beam.

I think the solution is to just adjust the headlights which I have not done yet and will try to do this weekend. It is pointed too high. Had one guy flash his lights at me prob because he thought my brights were on when they were not.

Quality Projectors make a world of difference even with crappy bulbs. I got into them when I was modifying motorcycles. I dropped some HIDs into some aftermarket halogen head lights and it was so bad. I did a morimoto projector upgrade and reminded again why it is worth it.

Headlight adjustment is the #1 factor on why people complain about bright, blinding lights these days.

I love ChrisFix's automotive videos and used his headlight video to aim my headlights here:

Went behind a grocery store where no one was around, drove up to the wall and marked the tape. Then I drove back 25 ft using a tape measure and adjusted it down/L/R. Easy.
