They could only deliver vehicles from the factory when it isn't raining (or in an enclosed shipping container), and instruct the dealership not to wash the vehicle at all before delivering it to the customer... but this isn't a Ferrari, so that isn't going to happen. It gets shipped on an open transport truck, where it will get wet, and start to rust, and it'll get washed by the dealership before being delivered to you.
It's just how cars work.
