Yes. Rotors will rust literally within MINUTES of getting wet. They are cast iron. It is completely normal, and will wear off after a few minutes of driving. They can even rust so quickly that it can take a bit of engine power to "unlock" the pads from the rotors the next morning if you parked the car after having driven in the rain.
