Saying radar detectors are a intent to speed is the same as saying getting high performance tires or a big wing is intent too though.

Not the same thing. The ONLY purpose a radar detector serves is to warn you there is radar so you can go the speed limit and avoid a ticket. You can try to spin it any way you want but it is like saying you carry a full burglary kit just in case you lock yourself out of the house.
