Looks like nvidia uses edgecdn for driver downloads, which is owned by Verizon/MCI and has nothing to do with Google. Pretty sure the internet guy just making shit up.

I was just able to download 500 mb in about 10 seconds, so certainly not global. If a speed test checks out (also implying no cap from IT) then there is likely a bottleneck in the CDN, possibly related to downloads from Turkey, and not a whole lot you can do aside from trying tor or a VPN to change your locale. With a 4 day download, it would still be faster, although that would probably make your IT department grumpy. Alternatively if you have a laptop you could try the download from home, but if there is a cap from the CDN for the region, that wouldn't make much of a difference.
