It isnt a clip but a release spring. That would pull the arm back farther away from the clutch.
I believe that "clip / spring" is there to lock and retain the clutch fork to the fork pivot -- I remember snapping the pivot into it, which held it in place.

Sounds like your fork is now only being held in place by the TOB resting on the quill + force from the pressure plate / slave cylinder?

This might explain your current symptoms.
