Oddly... Noise isn't helpful, relative to being watchful. Cars are quiet, bikes are quiet, and sometimes it's that bugger speeding to "catch" a yellow a good ten seconds after it's red. It took some getting used to though, I can see how it doesn't make sense.
Also, "judge" was used loosely, not... Judgementally? Ha. Stupid language. Couldn't think of a better word.
