I would anticipate that some other states will also require this, since California has been sending out lobbyists to other states to try to get CARB adopted nationwide. Several states have already adopted some or all of the CARB regulations.
Meanwhile their own state is on fire again and they can't keep the lights on. But let's impose CA's regulatory overreach on everybody else.
