The short answer is: Yes. You will have to pay Ecutek (usually through your tuner) for a license to load on to your ECU before you can use this (or any!) cable to load a tune on to your car.
Here's an example cost breakdown if you wanted to go from stock to a Delicions Tuning Stage 1 or 2 tune:
  1. $300 for the tune itself
  2. $375 for the bluetooth* cable/dongle set
  3. $375 for the license (I cannot sell or transfer this from my car)
* Note: My cable is not the bluetooth one but can still be used to load any Ecutek tune. New they sell for ~$350
Basically, with the cable I'm selling you can save $100-$125 ($250 vs $350-$375).
