I don't have quantitative data to support my theory, but my guess is that blocking sound with piece of plastic is not as good as blocking it with a material specifically made to reduce noise. I already had disposable ear plugs (32dB NRR) and the 2 of them, side by side, fit and expand perfectly into the tube below the glove-box.
