Document everything. Papers, take photos, every little bit. If you're constantly being harassed and the HOA isn't helping, call the police and start filing harassment reports. Assuming they'll oblige. We had a problem neighbor our last place and needed that additional check... Of course, its started again in the new place, no HOA... And the city guy retracted... Gonna gave fun with this one.
