I would guess the bigger issue would be that the recall was already closed. They performed an inspection and the "repair". At that point you no longer have an open recall on your car.

We only get paid to do a recall once. If there is a "check and maybe replace" portion and you have a "check and do not replace" situation, you can't come back later for the actual repair.

Seems silly, but that's how it goes. Once the recall shows "closed" on the VIN no one can get paid to do it again.
