Do the throttle cables go to a butterfly or to the slides? If they go to a butterfly the carbs are vacuum operated and rise with engine RPM, they pull vacuum from the intake which pulls them up. If they are vacuum operated pull the tops off and check the diaphragms to make sure there are no tears or holes.

Or they haven't dried up and disintegrated. Thus the need for a rebuild kit. If it has been sitting dry for 3 years the rubber/plastic/fiber innards are all toast.
