Sure, the wheel might look "dirty" all of the time, but the contrast should give enough difference to look good.
Oh, and yes, some powder coats do require a (powder) clearcoat topper coat. The clear coat should be as tough as the color. Look at it this way, it is one more layer to protect the color.
Are you going to apply a wax or sealant of some kind to them to help them stay clean or at least making them easier to clean, i.e. just be able to wipe them with a rag vs. using wheel cleaner?

True. The glossy gunmetal finish that the PP wheels come in makes them look dirty all the time on a silver car since it's just a shade darker. I thought about a matte gunmetal too, but I've had those on previous cars. Just wanted to do something different.
I'll be doing a Sio2 type wheel coating soon. That should help with cleaning and brake dust.
