A water pump is not a preventive maintenance item. It's the kind of thing you leave sealed up until you actually have a problem. Usually you can see cooling issues coming from a ways off if you pay attention.

Then you should get a bicycle.
Otherwise, get a roadside assistance program and use the money you're trying to waste on an unnecessary water pump replacement to start a savings account for emergency funds.
