Torque spec is for bolt stretch and clamping force, the diameter of the hole doesn't matter.


What you will want to do is loosen both bolts with the weight of the car on the wheels, that'll settle the car to max negative camber. If you need to dial it back at all, do that with the lobed bolts in the bottom holes (also with the weight of the car on the wheels).
