I was at the Detroit NAIAS days after they announced the program. One of the cars was delivered to a local Toyota/Scion dealer in Ohio but the buyer rejected it and it sat on the lot for months. Scion had designated moneys for a big splash delivery event and the dealership ended up using the money for a dealership employees and family party at a local restaurant.
