New, they are the same price.. and if some trim was good the 17+ one would be cheaper due to less trim purchases required.
But the seller probably buys parts cars and just had a rear end wrecked car elsewhere and threw whatever they had laying around on it instead. Fenders have VIN tags also so used fenders probably.
