Ya I don't know why they didn't just throw a short block in there. Unless of course they now have a shortage of assembled short blocks due to the number of failures. It isn't like they would have massive numbers of assembled pre 17 engines sitting around in warehouses. Distinctly possible they have used up the supply so just rebuild when they can.
