You will need either an OFT or an EcuTek, yes. That’s just the hardware interface to let you tune the car, so you will need a tune along with it. For OFT I know there’s a tune available for that kit, but that’s all I know. I dunno if it’s free or who it’s from or what. EcuTek is more expensive and more robust. You need the EcuTek hardware, a license and a tune. You can find someone local to dyno tune it if they can do EcuTek, or get a remote tune from one of several places that offer it.
You don’t NEED other supporting mods. You can install your kit, tune it and go drive. Upgrade other things later as needed. If you go for more power later, you’ll end up needing to upgrade clutch, fueling, brakes, but none of it is immediately necessary.
