100% illegal to change the wheel to anything that doesn't have a replacement airbag.
IE: You can change to another steering wheel, but the new one must either
A: Reuse the stock airbag.
B: Have it's own airbag.
PS. Have fun with the insurance after a crash when they discover you removed the airbag.
