I removed this panel to run the power wire behind it for my radar detector. The panel slips down into place and snaps in on the bottom and top. Pull the panel out on the top and make sure the top and bottom plastic fasteners are aligned and then snap it back in. This may help:

Yes, the rubber seal sits over the panel and helps to hold it in place.
