You're right "stage 3" is just an upgraded billet compressor wheel.
Throughout the years, the different stages of the AVO kit have changed. Last I heard, the stage 1 has a 5-7 psi spring. The stage 2 comes with an 8psi spring and a catch can.
With an electronic boost controller you can run double the pressure of the spring in boost. So a 8 psi spring can run up to 16 psi of boost.
