A tune and a drop-in filter will get you some gains.
You're in CA so there is not much you can do with the exhaust. But going catless and tuning is a cheap way to get more power. Gut the cats + tune is about the cheapest way to get more power.
E85 is an excellent way to get more power, but if you ever need warranty work, you're pretty much screwed.
FI is expensive and bye-bye warranty.

To me, K&N filter had *zero* gains. I had it and I wasted the money. I am glad I did not waste even more money with cold air.
