There are many experienced drivers in the lower classes.
Intent of 86CUP Stock and Street classes is to provide a driver-centric playing field for street driven cars with low costs of participation. Modified class opens things up, with at least half the field being street driven cars as well, depending on the region. Unlimited, anything goes!
