WRX/STI >MY11 use 901660038 adjustable crash bolts that are similar with 20540AA090 the only reason that comes in to my mind is that we need to open both sides of hole to 16mm!

IIRC the stock upper bolts are 14mm with a 16mm shoulder, the bottom bolts are 14mm with no shoulder (exact same as the crash bolts). I've got my stock bolts somewhere, I'll see if I can find them tonight to confirm.
