Agree with everything you said about the safety inspections being a pain, although I would rather have a safety inspection than emissions which is really more "are all your sensors still working?" than it really is about emissions.

It's been a while since I lived in NC/VA both who had safety inspections but at least one of them (I believe NC) included headlight alignment as part of the inspection when I was having it done there. That was one of the things they always managed to charge you extra to fix "while you are here".
