they would bill you for any additional man hours to do incremental work beyond the valve springs.
so the question here becomes:
"what is/are the most cost effective internals upgrade(s), assuming that they already have the engine out for the valve spring replacement?"
any feedback to this question would be highly appreciated.

That might depend on how much power the engine would be modified to make?
Say for example, a straightforward supercharger or a full out turbocharger set up.
Also, how the car is to be driven - a peppy street car or a track beast?
