I would get the SPC bolts for the lower hole and put the stock lower bolts in the upper holes.
Another option is slotting the upper holes in the struts.
You won't have clearance for -2.5* on 9" +35 wheels without camber plates though, I maxed out around -2.4* with 17x8 +45, and you'll have 2mm less clearance.
