Yes, but that isn't the point of what I said. Setup A set to 3 psi makes X hp. Setup A set to 6 psi makes Y hp. In basically any case assuming good tunes, 6 psi on setup A will make more power than 3.

So to a point there is reason to spout off hp guesses, because obviously there is a limit to how far we can push this engine in reasonably stock form. But, shift what you consider a reasonable safety of margin, up the boost a hair, and you are making a different level of hp.
