Yeah, I think people have visions of removing valve covers and then just unbloting the whole thing in one piece. It just doesn't work that way. Giving people band new heads, valve seals, valves, springs, keepers and and retainers just to save 20mins doesn't make much sense.

They might decide to do batches of reworked heads, and then the old heads become the new batch after rework.
