And that is the secret! We have massive fleets of plows on standby 24/7, use a beet juice and brine mix to pretreat the roads if snow is forecast, pour tons and tons of salt on the road when it does snow and people are generally just more prepared for it. But still we get taken by surprise at least a couple of times a year and the roads can be almost impassible until they get caught up. It must be hellish where all those preparations just don't exist!
