However, dealers get paid for warranty work. It's usually a predetermined amount based on the parts and expected labor costs (basically book labor) and is at a predetermined rate, not the dealer's standard rate.
As confirmation, when I had my "cricket fix" under warranty I saw the dealer invoice that was going to Toyota including both parts and labor.
Dealers are independently owned, not owned by the manufacturer. I couldn't imagine a scenario where they would agree to do this work for free.

Well, he may have meant that they are not being paid by the customer. Not sure what difference it makes since they are being compensated regardless. I'm sure the techs are paid their normal rate, but the government may compensate the dealership less than they would otherwise receive if they were doing the work under a regular service ticket.
