Since the Subaru Canada site doesn't have a place to enter your VIN to see if your car qualifies for the recall, you can email:
customercare@subaru.ca with your VIN and ask them, and they'll let you know.
They got back to me within 12 hours. I emailed because I'm in a weird situation where my VIN doesn't fall in the VIN range, but my build date falls in the date range
