Some concepts get scraped, some get put in museums or show rooms but most get shoved away in a warehouse and forgotten. A lot of what happens to them depends on how developed the concepts vehicle is. Many look great on the outside but there are zero actual working parts on them. They can have no engine, drive train, working brakes, or often even steerable wheels. They are literally glued and screwed together out of custom made panels and parts bins extras with no intent that they actually function.
The earlier in the concept stage that they are the more unlikely they are to be much more than a pretty shell. The one that you like the wheels so much looks cool but none of that stuff is likely hooked up to anything and most certainly not functioning. It is really just a very fancy sculpture and possibly not even built on an actual platform but just a tube frame. Notice there are no pictures of the engine or interior? The doors and hood probably don't even open.
This gets even more confusing now since many concept cars you see on the internet are really just very good renders and there is no actual physical sculpture. I think those early pictures are a mix of renders and the solid model but it is very hard to tell which is which.
Some later concepts will be built on a different model platform so they may have some basic equipment such as steering or brakes but the rarely are a running car. They don't really have any properly operating functions until well into the development stage but at that point they really are no longer "concepts".
So... if you thought somebody could buy that concept and drive off into the sunset then you would be very disappointed.
