If Toyota would offer their line ups with more powerful engines, the total greenhouse emissions would rise leaving massive fines per continent and eventually bankrupting the company. The only way to offer a 350hp Camry, a 300hp corolla, and a 200hp yaris at the same time is if they were all mated with a hybrid engine. Which would also drive up the manufacturing cost. Making their full line up unaffordable to the average consumer.
Manufacturers have to strategize based on current government laws and limitations and work around a decent market and of course enthusiasts are only a fraction of the total consumer market. Otherwise they would run their companies into the ground.
The average consumer will always pay for safety over performance, especially if the cost is reasonable.
